[Bf-committers] Simplify Particles toggle patch approval requested

Just a reminder, a very useful and frequently requested particles workflow 
patch is stuck in limbo.  This is a much needed patch that makes only 
minor modifications but has major improvement in workflow.


It is a simple toggle to stop particles from rendering so composition is 
easier in larger scenes and the computer does not get over worked so 
much.

It has been waiting for final approval for a long time.  This is a simple toggle and helpful to anyone working with particles.
