[Bf-committers] Blender input method editor support for windows

Hi Dalai,

thank you for your good suggestion, I don't know how to link it,
now I just modify makefile manually.

I've created a patch:
https://developer.blender.org/D765

I would be happy to accept any criticism

about GPL-compatible, I think it is ok, I migrate it from chromium
