[Bf-committers] Subversion frozen

The following subversion repositories are now read-only so we can
begin git migration:

- bf-blender (https://svn.blender.org/svnroot/bf-blender)
- bf-extensions (https://svn.blender.org/svnroot/bf-extensions)
- bf-translations (https://svn.blender.org/svnroot/bf-translations)

We'll still be using libraries (and possibly translation working
files) in subversion,
but for now its simplest to freeze the repositories.
