[Bf-committers] Module Owner teams - proposal to extend & formalize it more

Hi,

The proposal to extend the module teams is precisely meant to solve communication issues for all the mailing lists, discussion forums, wiki pages, and blogs people have.

For every developer, there's like a 1000 people with ideas or requests. That's a huge pool of energy absorbing activity we can't (shouldn't) try to control or formalize. It's  pure dynamics, the really good things bubble up sooner or later anyway! Best we can do is at least make it clear for everyone who's handling what topic, or who's empowered to decide on topics.
