Hi Sergey,
1) It fixes Windows specific things :

* Fix incorrect function declarations for the no-bitcode case (only
   affected Windows or if a site purposely built without precompiled
   bitcode for llvm_ops.cpp).

2) You don't need to update it, we can do an update together before the 
2.70 RC, maybe they will release another bugfix release. :)
