[Bf-committers] smpte support - patch for review/discussion

Hi,

We [*] needed SMPTE support for a 3rd party project, and ended up with
a patch for Blender.

I remember seeing smpte in roadmap/todo lists from time to time, so it
may be of interest for more people:

If the needed changes are too big I may only have time to address them
next year. Discussion and review can take place in the tracker.
