Heh, absolutely not.

But if Blender 2.69 works on XP today, there's no reason why it should 
stop working April next year, just because Microsoft doesn't officially 
support XP anymore after that. People who don't feel like upgrading XP 
can then simply continue to use Blender 2.69.
