[Bf-committers] Notice about OSL library updates

Hi,
due to some questions in IRC the last few days a note about OSL:

Blender now needs OSL 1.3 libraries in order to compile.

Windows: Just make sure you use latest lib/windows or lib/win64 folder.
Linux: Recompile OSL libraries via install_deps.h script
Mac OS: New libraries are needed here still.

If you have trouble with it, disable the OSL feature as a workaround for 
now.
