[Bf-committers] Glare simple star quality error

Hi all, 

during migration I detected an error in the formula of the Glare
node/simple star option.

Low quality will generate 3 times brighter lines, and Medium quality will
generate 2 times brighter lines, than High quality due to ignoring the
quality setting.

I favour to remove the quality setting in the glare node, but to increase
the maximum numbers of iterations in order to be able to mimic the same
results this could also be corrected when loading blend files. The quality
setting of the glare node only increase speed a tiny bit.
