Heh perhaps I wasn't clear enough in this part,

"Note that if you have already had a patch committed, then that will
count as a qualification."

Since your work from previous gsocs and other work has been committed
to head you are already qualified.  But of course you are always
welcome to do more.

As Sean Olson said, this is just to confirm that you can hit the ground running.
