[Bf-committers] Why was BLENDER_VERSION_CHAR cleared?

At least, build scripts in build_files/package_spec/ and Debian's
official distribution package use BLENDER_VERSION_CHAR.

I don't think the package creation systems should follow the different
versioning rule.
