At some point it might make sense to separate hair from the particle
system anyway, so putting a new particle system along-side the old
system makes sense, IMO.  It's almost more of an artifact of how
Blender was developed that hair and particles are part of the same
system, rather than because it is logical.  Hair is conceptually
closer to being like a kind of geometry than it is to being like
particles, and the use-cases are very different.
