[Bf-committers] Proposal for moving io scripts into addons

Committed these changes r34324 now you can view user preferences
addons and disable FBX/OBJ/PLY/STL and similar.
Icons are not great at the moment, we my need new icons to show
'official vs community vs contributed'.

Now we can continue with Luca's proposal :)
