There is already the shrinkwrap constraint that does or intends to do
this. Furthermore this is just another candidate for a generic node
system IMO. single purpose tools are not good in the long run,
specially when they become so complex (full of special cases). This
kind of advanced rigging tasks can be already handled by clever usage
of python and current constraints, I've seen great interactive terrain
walkers even in 2.49. Let alone the (now) more powerful 2.5 API
