[Bf-committers] Script Xtras (proposal)

While Im happy with the work mindrones and meta-androcto have done in
creating a scripts/plugins/contrib svn assumes a certain directory
structure which I'm not certain will fit what 2.5 will evolve into
(for example we might have a new plugin implementation) so for now I
think its good to start using 'Add-Ons' in an external SVN repo and
accept that we may make changes to this as the api develops.
The main change Id like to discuss at the meeting is to have
release/scripts/addons be an external repo (bf-extensions)
This means it will be updated with blender svn update and different
developers will have write access to this repo.
