[Bf-committers] A question about CMP_scale.c

In version 10342, 'scourage' added the CMP_scale.c using IMB_scaleImBuf(),
while in the same version 'scourage' added the scalefast_compbuf() in
CMP_util.c.
What's the difference between them? And should there be a unique way to
scale the CompBuf?

This question is probably prepared for 'scourage'.
