[Bf-committers] PATCH: Fix to be able to access system paths without GUI

Hi,

I submitted a patch to allow the system and user paths to be also used  
in background mode, issue was  reported by Campbell on IRC.

This is mainly for review and also for testing on non-Windows platforms 
(have tested on Win32 and Ubuntu 32 so far) before committing.
