I submitted a patch that adds "View Global/Local" to the View3d->View
menu.

Its not listed in the the 2.5 Beta0 todo list but since its there in
2.49 I thought it should be there in 2.5.

I was going to use "Toggle Global/Local View" and put it with the other
two toggles in the menu but it did not look right.  Too many toggles.
