I got a similar problem compiling blender with MSVC09 + Scons under Windows
xp :
Compiling ==> 'writeavi.c'

Compiling ==> 'writeffmpeg.c'
writeffmpeg.c
source\blender\blenkernel\intern\writeffmpeg.c(32) : fatal error C1083:
Cannot
open include file: 'libavformat/avformat.h': No such file or directory
