I had this discussion years ago when the multidirectional toolbox was
added, you had to guess where will it appear and in which order,
instead of getting a fixed order and let the muscle memory really take
over and handle the rectangle as a self standing entity. Try with
areas where the bottom header is near the top or top headers near the
bottom of the window.

That is what the RNA says/said, both things in one option.

With muscle memory you can hit the targets even without reading the
texts (fuzzy eyes), so there is no real muscle memory if you have to
stop and notice if you got A..B or B..A. And even if we accept muscle
memory still takes part, it doubles the requisites about what it has
to remember, and maybe with a complex set of rules.

Anyway, separate option then.
