I made two "release" tarballs including the Carve-CSG library for testing:

http://www1.pacific.edu/~khughes/blender-2.49-carve-linux-glibc236-py25-i386.tar.bz2
http://www1.pacific.edu/~khughes/blender-2.49-carve-linux-glibc236-py25-x86_64.tar.bz2

By default, these use the "old" boolean code; to use the Carve library, 
go to the Scene Buttons (F10) and enter "1" in the "rt:" field.
