You are mixing up two things in one. Heres how AE does it

One view port size control to the left (in blender that is scroll
wheel zoom) and one preview resolution in the right (the new
behavior). In Blender this tools could be presented more clearer and
with non overlapping functionality  to the user. Why don't we adopt
this kind of presentation instead of reusing a render output scaling?
