nice way to alter code other modules depend on.
Took me 1/2 day to spot this .. after users complained. Well you know: I 
do not have the time to read all commit messages in detail.
Don't you think rescaling things with a factor 1000 would be worth  
notifying affected module owners?  Just to make sure they agree?
Since this happened on 2.8 and 2.8a, I think, I can forget about any 
backward compatibility.
However .. I am going to try to fix this a gentle as possible.
