The only thing that affects you and other script contributers in Luca's email is his second point. All others are stuff you don't have to deal with.

In short, it means using a separate SVN repo for scripts where it's possible to split between work in progress and release ready scripts, making it easier for script devs to work together and giving them easy access to source control in their development cycle.
