Your best bet is to copy one of the latest po's and work with that.
it.po is pretty good.

What we really need to do is update blender so we can automatically
generate a pot file.  Do some automatic checking of our language files
to see where there are holes and what needs improvement.

There are a couple of tools I think we can hunt down to do this.

Someone (Lee June) created a python script to make a reasonable pot.
I'll see if I can't hunt it down and add it to the tools directory.

I'll also see if I can't setup an automatic way to give us some
feedback on how are po files are doing.  (Run basic checks on them
verses the pot and some other things.)
