[Bf-committers] Could this be considered a bug?

I just ran in to an issue where if a vertex only belongs to one vertex group
the weights of the single vertex group acts like it has a value of 1.0 even
if the value is less then 1.0.
I understand this isn't necessarily a bug per se because Blender needs
another vertex group applied to said vertex to blend against.  But couldn't
it be possible to check how many vertex groups are applied to a vertex and
if that number happens to be one then just use the weight from that one
vertex group?

If so then I'd like to submit this as a bug...
