[Bf-committers] float to char conversion

Last September there was a brief discussion here about the best define for
FTOCHAR(val).  I put in my 2cents worth and forgot about it until I recently
noticed that there are 10 defines for FTOCHAR spread though blenders code
with 4 different versions being used.  I put together a simple patch to
unify all of them to one define and used the algorithm that I suggested in
the original thread...
