[Bf-committers] Cygwin 'make release' error

The problem seems to be the logic for figuring out the compiler in
release/plugins/bmake

If you could take a look at it and see if you can't figure out what
needs to change.  Right now its pretty simple, I'm guessing we need to
add additional logic.
