Not a problem with the build, but with the web server.  The web server
needs to report the .dmg file type as a plain old octet file, instead
of letting the browsers guess.  (Safari guesses that it's a .bz2 file
since it's a BZ-compressed disk image.  It downloads the file then adds
a hidden .bz2 extension, then tries to un-bzip it, which won't work.)
