Did you do a cvs update with a special date or for specific revision? 
Because 
http://projects.blender.org/viewcvs/viewcvs.cgi/blender/config/win32-vc-config.py?rev=1.26&cvsroot=bf-blender&content-type=text/vnd.viewcvs-markup 
clearly shows there is no postproc lib (this is latest revision).
