[Bf-committers] Patch: A tiny bit of Layer manager

Full loops? Bad JuJu, surely a running total of user and selected lauers 
could be generated on drawing and stored in each windows view3d (since 
each windows view layers can be different)

of course this is something for intrr to look into.
