The Blender UI is not animated - although some people are working to
change that.

What you are seeing sounds like poor OpenGL support.  Blender uses
OpenGL for *all* its screen drawing.  No DirectX.

There have been other anecdotal reports on the user forums about poor
Vista performance.  My guess is this basically comes down to your
graphics card and driver and how well they support OpenGL under Vista.
