Sorry I think there has been some misunderstanding. I'll answer each in
order.
1)why limit them to 20?
The concept doesn't, infact it limits only the "keyboard shortcuts" to
20 (40 if new modifiers were added). the layer header would be
unlimited in layers, and the layer manager would also be unlimited.
2) Objects on more than one layer pose a problem as to just using an ID
code.....If you try to edit an object and find it's locked by one of the
39 layers
This is assuming a lot of conditions..... such as the user creating a
locked layer (or reference layer), and not being able to unlock it with
a click, then select and edit the object.....not a big deal IMO, its not
different than trying to select an object in Illustrator, and finding
its on a reference layer.
3)I think the Blender concept of Layers is so radically different from
other apps that trying to borrow from their Layer manager is a just
asking for trouble.
Sorry, but its not taking from Photoshop. The proposal specifically
states that it is "not a hierarchical manager" it is in a list order,
but the order means nothing and could be re-arranged without effect. It
is an extension of blenders current radical (and IMO very good) layer
manager with name, and groups support.
4)I think that Blender's layer manager system has benefits which would
be lost if we dumped it entirely for another metaphor. Objects existing
in multiple layers is something I personally would like to keep. Just my
two cents....
Absolutely agreed. hence the proposal, which keeps multiple layer per
object support.
5)Now to assist in that, over in Photoshop land we have Layer comps. A
set of remembered on and off layer mixes
I believe this is how layer groups (the coloured graphics down the side
of the layers) could be used. click on one to select a saved layer
combination, which happens to also work in conjunction with render
layers, and layer groups.

p.s. Toni. "then again this is not funboard, so please do not educate me
about it here." Usability I think is a little more important than given
credit-for within blenders development process currently. I think
usability contributions need to be given a status equal to code, i've
seen to many great features let down by difficult usage. but then again
that oppinion is perhaps my arrogance.
