[Bf-committers] Mo' layer goodness

I pointed out some time ago that the standard layer panels expand in length 
well in a vertical layout but in the horizontal it doesn't work well. 
Blender needs a popup scrolling window for the layer system.Giving it a 
space like the outliner would serve well but you would always have to revert 
to that space when it's used which is inconvinient.
Another option is to make it a part of the outliner with a button to switch 
between outliner view and layer view since many users like myself  keep the 
outliner open oftentimes. But I still think a popup scrolling window should 
be coded for future use because Blender's feature base will continue to 
grow.If not for the layer system, something else. That's another one of my 
openGL projects in conjunction with this project.
