[Bf-committers] Confirmation of Outliner view bug?

I know this isn't the correct place to post a bug, but this particular 
one seems to have been fixed a few times, and it always seems to revert 
back to the incorrect behaviour.

In RC3 ( and other RCs ), when you install Blender from scratch and 
immediately open up a new Outliner panel, it shows the more complicated 
OOPS view ( you then have to select Show Outliner from the menu to get 
the correct view ).

Maybe it's just happening on Windows, could someone confirm on other OS's?
