It doesn't make sense to me. The same happens with scale on width.

I mean that the curves are rotated -90 degrees in the X axis and the
object is rotated 90 degrees. It's pointless because the same result
is obtained without rotating both the curves and the object. That
rotation for curves shouldn't be possible without '3D' button enabled.

Here's why:

The fill system is not prepared to work with a non-planar curve. As
Alexander said, there is no info as how to fill a non-planar curve. It
fails the same way as a partial overlap does (which as oposed to a 3D
fill, it is possible).
