[Bf-committers] FFMPEG static patch available, initial stuff

I added the patch to the patch tracker, also added my own user-config.py
file for anyone to try it out.

This is a almost finished work, it assumes you have ffmpeg compiled in
your system, next step is to compile ffmpeg with blender and then link
this compilation with blender itself, working on it, some more time
though.

Hope it works as it should.
