[Bf-committers] Advertised new feature not working at all?

I just posted a bug report, and normally wouldn't pop onto this list as 
well, but this is regarding a feature that was advertised in publicity 
materials and release notes...

Unless I'm crazy, the ability to do local NLA animations for 
dupligroup-linked empties flat out doesn't work in 2.42a. Went to try it 
for some BlenderPeople stuff, did what reading I could on it, and was 
unable to make it work. I was also unable to find anyone who had 
succesfully used the feature in a current release. Third party test 
confirmed lack of function.

If this doesn't work, we should temporarily remove those parts of the 
notes that tout the feature.

And if I'm crazy and it works, then, well, just shoot me.
