The problem with the layer system is that someone higher in the hierarchy
(no, no mobbing! Really! :) thinks that the idea of "Layers" in Blender is
not the same as the idea of layers in other software, thus assigning names
and states to entire layers not making sense.

My *practical* experience with the layer manager

(for reference:

is different though, and it has been an incredibly useful feature for me. In
fact, I find it impossible to work without. Having arbitrary hotkeys from
0-9 for choosing different aspects of your scene is a bit ridiculous ;)

I would of course agree to "panelize" the layer manager, maybe remove the
LOD (distance ranges) feature (because it's probably too hard to integrate
nowadays, and needs "discussion" ;), and integrate it. I would also be
willing to merge both the snapping and the layer manager into a single SoC
project :)
