[Bf-committers] New Developer Info Page on the wiki

Hi.  I've written a new developer page on the wiki, to help new devs 
avoid a few very common pitfalls.

Before I link to it somewhere in the wiki (I'm thinking on the main 
page, plus a link on blender3d.org somewhere) I'd like to get feedback 
to make sure I haven't gotten something horribly wrong :)

The page heavily links to other pages, rather then rewriting the wealth 
of information already available.
