Why not be able to specify vertical and horizontal layouts?

so that when stacked vertically the X dimension is set, when stacked 
horizontally the Y dimension is set. 

would require two times the layout work and would possibly make it 
confusing for people who switch between vertical and horizontal alot.  
but would potentially get rid of any conflict between stacking 
vertically and horizontally.
