[Bf-committers] Loop Tools Refactoring Page

Since the current implementation of the loop operations is a little 
buggy and the main function is gargantuan (partly my fault) I have 
decided to start work on a refactoring that would include additional 
tools and a recoding of existing tools. I have started a wiki page about 
it before I begin to get as much feedback as possible before diving in.
