XP does.  At least, it works and I've tested it under Windows XP.  
Compiled with mingw/gcc, but that shouldn't matter since I *think* that 
mingw uses microsoft's libc.  But in any case, it's supposed to not have 
any of Cygwin's unix  wrappers.
