CVS has the advantages of long term use: stability, familiarity for
users and administrators and integration with other processes like
mail notification.  Subversion is new, but has some nice features like
transactions.  It, or something like it, may eventual replace CVS but
it will not happen overnight.

Switching from one source control system to another is no small task.
Good IT practice calls for running both in parallel to deal with
problems and procedures rather than simply jumping from one to
another.
