Oops, forgot the instructions!

You can find a basic sheared-cube HE Mesh primitive under the add menu
on the infobar (but not in the rightmouse, spacebar toolbox).

Pressing ALT-C on any mesh now has an option to convert ot HE Mesh.

Simple pressing DELETE on a vert will remove it while maintaining an
enclosed structure.

The subdivide function can be accessed through WKEY.
