[Bf-committers] ATI slowdown still present?

My system is:

Pentium 4 HT 2,8
ATI RADEON 9200 128DDR (1024x768, 32b)
HD IDE 7200RPM
RAM DDR400 1,5G
OS: Windows XP SP2 + Hotfixes

And the slowdown is only present in the builds with MSVC, and no one
with cygwin... (always without the .DLL suggested). So my system is
very very peculiar... weird.
