Any reason for some things in the UI and Python to not use MAXFRAMEF or 
MAXFRAMEF/2.0?  I noticed that some IPO, object, particle, ... things 
are using -9000.0, 9000.0, and 18000.0.

Examples:
    TimeOffset in Object Animation panel (F7): -9000 to 9000
    XMin, XMax fields in IPO curve editor (NKEY): -1000 to 18000
    StFrame of image textures in Texture button (F6): 1 to 9000
