[Bf-committers] Append in Active Layer

Hi,

another small patch in the series "basse_ asks, jesterKing does":

This adds a new button to the append dialog (by default on) "Active
Layer", which appends selected objects on current active layer.

What needs to be assessed is if this functionality needs to be on by
default or not.
