Unless under Windows you enable "Enable Codecs" (or something like that is
on the button you need to toggle) in the User preferences. If you have a
codec that can do mpeg2 compression then, voilá, blender outputs MPEG2.

It's just that lunix and other non-windows platforms can't do this :P
