[Bf-committers] patch - vector allocation and matrix allocation checks

please ignore the last patch, had a typo slip in,

apply these two instead

one is vector allocation checks

the other is matrix allocation checks

also in cases of multiple allocations where the second fails, I free the 
memory from the first allocation before throwing the error.
